Judge grants Richmond permission for second referendum on a proposed casino

Richmond Voters rejected a Casino/Resort project last fall. But the Richmond Times-Dispatch is reporting that a judge has grated permission for the city to hold a second referendum on the casino project in November. The city council and mayor had asked for a second ballot citing a tightly contested result last year and the loss of tens of millions of dollars in tax revenue that was expected to be seen from the project.
