Virginia DMV Botched Fees - Are You Owed Refund?

From ABC13: Virginia’s highway use fee went into effect July 1, 2020. A driver must only pay this if they are registering a fuel-efficient vehicle or an electric motor vehicle. The Code of Virginia defines “fuel-efficient vehicles” as vehicles that have a combined fuel economy of 25 miles per gallon.

The purpose, according to the Code of Virginia, is to make up for the fuel taxes that drivers with fuel-efficient vehicles wouldn’t pay, because they aren’t filling up as much.

“We’ve re-coded our system to now reflect what the actual Code of Virginia says. We've reached out directly to each customer that may have overpaid based...our interpretation,” Jessica Cowardin, a spokesperson for the DMV said, adding that the DMV plans to refund these customers.
